Beijingers welcomed an easier and more stress-free car commute when the city government began implementing stringent traffic-reduction measures before the 2008 Summer Olympics. Post-Olympics, the government then told the city's drivers they would have to continue to leave their cars at home on a certain day of the week based on the last digit of their license plate number. The control took 20% of the cars off the roads daily since October last year, according to the state-run Xinhua news agency.

The number of new cars purchased every day in China's capital stands at about 2,000, Xinhua said Tuesday, citing the city's municipal traffic management bureau. The article said vehicles in Beijing will hit the 4 million mark this weekend, which means one in four of the city's 16 million permanent residents now has a car.

People stuck in traffic in Beijing can partly blame China's central government's successful steering of the domestic economy after last year's global financial crisis. Stimulus measures, including tax cuts and other incentives to encourage auto purchases, have helped trigger a boom in auto sales even as other major markets around the world have sputtered. China's domestic vehicle sales were up about 50% in the year's first 11 months, and the country is on track to post total vehicle sales of more than 13 million vehicles this year, displacing the U.S. as the world's biggest auto market.

Beijing Automotive Industry Holding Co. has reached a tentative deal to acquire certain assets of General Motors Co.'s Saab unit, including intellectual property for two sedans and equipment to produce those cars, according to a person with direct knowledge of the agreement.

The deal, sealed over the weekend in Sweden, will enable Beijing Auto, one of China's main state-owned auto makers, to integrate the Saab technology into its own vehicles. The agreement covers some models of Saab's 9-3 compact sedan series and the current 9-5 midsize car, along with their engines and transmissions, the person said.

The deal is part of a broader push by China to create a small number of globally competitive auto makers through domestic consolidation and by acquiring troubled foreign auto makers or their technology. China's domestic passenger-vehicle sales were up about 50% in the year's first 11 months, and the country is on pace to post total vehicle sales of more than 13 million vehicles this year, surpassing the U.S. as the world's biggest auto market.

Zhejiang Geely Holding Group Co., a privately owned Chinese car maker, was named by Ford Motor Co. in October as the preferred bidder for its Swedish unit, Volvo. And a Chinese machinery maker earlier this year struck a deal to buy GM's Hummer unit, although that deal still awaits government approval. Beijing Auto was a leading contender earlier this year to buy GM's Opel GmbH unit in Europe, before the U.S. company chose another suitor, and, later, canceled the sale.

Selling Saab is a key element of GM's revitalization strategy, but the U.S. auto maker has struggled to seal a deal. Last month Swedish sports-car maker Koenigsegg Group AB unexpectedly dropped a separate bid for Saab. Beijing Auto had been putting the finishing touches on a deal to help Koenigsegg finance that acquisition, in exchange for which the Chinese company was supposed to secure access to Saab's technology and know-how.

The person suggested an additional agreement may still be squeezed out of the continuing discussions, which are taking place near Saab's production hub in Trollhattan, Sweden. While the global car industry struggles through a downturn, optimism prevails among auto companies in China.

That is hardly surprising. Spurred by China's fiscal stimulus, and some well-targeted tax cuts, auto sales in what is now the world's largest car market could well have risen 45% year-to-year by the end of 2009.

Many are expecting the good times to continue, but overheating is still a threat. Among the optimists is Geely Automobile, whose parent company is the preferred bidder to buy Volvo. Geely said it expects its car sales to rise to 400,000 next year from its target of 300,000 this year.

Indeed, next year may add a dose of realism about sales growth and profits to what is still a positive long-term story.

While trends such as rising wealth levels and low car-ownership levels should continue to support Chinese auto sales, maintaining the breakneck pace of this year's growth will be a stretch.

This year's sales growth was driven in large part by a halving of the sales tax on autos with smaller engine sizes. Beijing has yet to confirm whether this tax stimulus will continue into the new year.

Even if it does, it may not lead to such high sales growth if consumers start to see the tax cut as permanent, and hence car purchases as less urgent.

Hyundai Motor Co. plans to increase manufacturing capacity in China by 60% over the next three years, reflecting its high confidence that the world's largest auto market by unit sales will continue rapid growth, a senior executive said.

Hyundai's plans include a fifth plant in China, scheduled to open by 2012, Noh Jae-man, president of Hyundai's joint-venture with Beijing Automotive Industry Holding Co., said in an interview Monday. Hyundai, which has seen rapid growth in sales of its Hyundai- and Kia-brand vehicles in China, also plans to increase manufacturing capacity at its four existing plants in China by 20% next year to a combined 940,000 vehicles annually. The new plant will be capable of producing 300,000 vehicles a year and should boost overall capability to 1.24 million cars when it is completed, he said.

Even as they have scaled back in many of their home markets, international auto makers are racing to expand production in China. Helped by government stimulus measures, vehicle sales in China have grown about 40% so far in 2009, and are likely to exceed 13 million vehicles for the full year, surpassing the U.S. as the world's largest auto market. Although growth is expected to slow in 2010, many auto executives feel the Chinese market has years of significant expansion left, given that its rates of car ownership remain low.

Mr. Noh said China is on the verge of the type of 'full-fledged motorization' of society that Japan experienced in the 1970s and the 1980s and that Hyundai's home country of South Korea underwent roughly a decade later. 'We need more capacity,' Mr. Noh said. 'Every auto maker [operating in China] needs more plants.'

Hyundai's China sales for its main brand grew about 80% in the first ten months of this year, and Kia sales grew about 55%, both faster than the overall market. He projects Hyundai and Kia together should be able to sell nearly a million vehicles in 2010, up well over 20% from this year, while China's overall vehicle sales grow about 10% to 15%.

Jim Park, chairman of U.S.-based consulting company Global Auto Systems, says Hyundai is committing to China 'big time,' noting that it plans to launch at least one new compact sedan for each of its brands developed especially for China in the near future.

Mr. Noh said Hyundai could add a sixth plant in China over the medium to long term, possibly in southern China, which the company is hoping for significant growth. Daimler AG said Monday sales at its core Mercedes-Benz cars division rose 16% in November to 98,400 vehicles, as demand in many regions improved, with China showing particularly strong growth.

Federal regulators have opened an initial investigation into Toyota Motor Corp's (TM) Corolla and Matrix compact passenger cars for randomly stalling while on the road, the latest in a string of safety issues faced by the Japanese automaker.

Last month, the Japanese automaker announced a series of measures to fix the issue including trimming the length of the gas pedal, changing the braking system, and in some cases altering the floor under the accelerator. The Corolla and Matrix were not involved in this recall.

中国汽车销售增加并非政府幕后操纵

就中国数据而言,哪怕是再明了的数据往往也不是看上去那么简单。

譬如近期公布的汽车销售数据就值得研究。中国汽车销售增长迅速,这点是无庸置疑的。J.D. Power最新报告显示,2009年前10个月中国汽车销售较上年同期增长38%。

其原因似乎一目了然。今年年初,中国政府下调了部分车型的车辆购置税。在汽车保有率还非常低的中国,上述措施刺激了汽车消费。

且慢,有人发现该数据存在蹊跷之处。他们称,尽管汽车需求大幅增加,但汽油销量却基本持平。中国最大的加油站运营商中国石油化工集团公司(China Petrochemical Corporation)上半年汽油销量较上年同期下降1.2%。

两项数据的不一致引起操纵论者的质疑。他们指出,带动汽车销量大幅增加的并非是普通消费者,而是贯彻经济刺激政策的地方政府及国有企业。它们试图通过买车来支持国内汽车生产商,但并不会真正使用那些汽车。尽管操纵论者忽视了一点,那就是海外品牌的汽车销售增速并不亚于中国国内汽车销售增速,不过,想像一下各家公司停车场内满是崭新的汽车的画面也是蛮有趣的。

不过,有更好的方法来解释上述两项数据的不一致。小型车在今年中国汽车销量中所占的比例高达69%,高于去年的64%。这点不足为奇,因为中国的汽车购置税减免政策针对的是1.6升及以下排量的小型车。与此同时,政府上调了2.5升及以上排量的大型车购置税,结果,大型车销量较上年同期下降了29%,而大型车才是真正的耗油大户。

事实上,较高的汽油价格可能会降低新车购买者的驾车意愿。渣打银行(Standard Chartered)的研究报告显示,中国汽油价格较两年前上涨了逾20%。由于不确定政府明年是否还会继续实行车辆购置税减免政策,消费者目前可能只是为了抓住政策带来的契机,即使马上没有用车需求也会抓紧买车。

的确,有时候最荒诞不经的论断放在中国身上还能讲的通,不过我们有理由认为这次可不是这样。
