Auto sales in China surged 25% last month from a year earlier to 827,600 vehicles as a tax cut for small cars helped end three months of declines.

The purchase tax on vehicles with 1.6-liter engines and smaller was cut in half in late January to 5%, helping to push sales of those cars up 19% in the first two months this year from a year earlier to 859,300 units, said the China Association of Automobile Manufacturers, a semiofficial industry group.

February's sales growth, the fastest in more than a year, was inflated by the timing of the weeklong Lunar New Year holiday, which took place in February last year but in January this year, said BNP Paribas analyst Charles Huang.

February's pace is unlikely to be sustained.

'Double-digit growth in March will be difficult,' Mr. Huang said. But he said double-digit growth toward year-end is possible after China's four trillion yuan ($585 billion) economic stimulus kicks in.

Oil prices are sure acting strange, romping higher even as the economic news remains mostly dark. Oil prices are nearing $50 a barrel, a level not seen since the beginning of the year.

油价现在的走势很奇怪,居然能在经济数据仍大多惨不忍睹的情况下走高。现在,油价已经逼近每桶50美元,为今年以来首度探及这一水平。

One of three things might explain the move in oil prices:

以下三点或许可以对油价当前走势做出解释:

1. OPEC is succeeding in reducing output sufficiently to support prices. Given the remarkable nature of everything else in the world, maybe OPEC is succeeding where it has failed so often before. Seems hard to believe, though. Budgetmeisters in Iran and Venezuela, among other places, need lots of income from the sticky stuff to make ends meet. Lower prices mean they need to sell more oil than before. Of course, maybe the Saudis are turning off the spigot since higher prices would help Iraq's budget and economic challenges, and that's a serious neighborhood issue. So, maybe the OPEC cuts are more than talk.

2. A weaker dollar can help dollar-based commodity prices, such as oil, rise. While the dollar has enjoyed some support as a reputed haven in times of global crisis, it has traded in a more mixed fashion lately. Could oil prices signal fear of a lower dollar as budget deficits soar? Maybe, but another dollar-sensitive commodity, gold, has been trending lower.

2. 美元走软有助于推高美元计价商品的价格,石油就是其中之一。虽然美元在全球危机时刻所体现的避险性质已让它得到了一定支撑,但是近来美元走势有涨有跌。油价走高是否意味着市场担心美国赤字的飙升会拖低美元?有这样的可能。但另一个对美元汇率十分敏感的商品──黄金则在持续走低。

3. The global economy is surreptitiously starting to bottom out and may even be putting in the seeds of a rebound, which would spell more demand for oil. Surreptitious would be the right word for this since the data are still pretty horrid in the U.S. and elsewhere.

None of these choices seem particularly obvious. Number three would be most bullish for stock markets and the global economy, at least in the near term. Number one would just represent successful cartel operations and number two would be a harbinger of more difficulty ahead.

If other commodities start to edge higher and the dollar remains OK, then the case for option three will grow. But right now a lot of these commodity prices are bouncing around very low levels, so discerning a strong signal remains challenging.

The auto industry crisis that started in Detroit is rapidly expanding into a global problem, pressuring governments around the world to join the U.S. in providing aid to struggling auto makers.

On Tuesday, Toyota Motor Corp. appealed to the Japanese government for a $2 billion loan for its finance arm. At the same time, General Motors Corp. warned its European operations could run out of money as soon as April or May if Germany and other European countries don't grant its requests for help.

At the Geneva auto show, GM Chief Operating Officer Frederick 'Fritz' Henderson said the company's European business could be out of money by 'the first half of the second quarter' if it doesn't get loans or other financial assistance.

So far the U.S. has agreed to provide at least $42 billion in loans and other financial help to GM, Ford Motor Co., Chrysler LLC and their suppliers. Toyota requested aid from Japan after the Tokyo government said it will lend some of its foreign-exchange reserves to Japanese firms that operate overseas and are struggling to raise foreign-currency funds. Finance Minister Kaoru Yosano said the government plans to lend $5 billion of its $1 trillion reserves -- the second-largest reserves in the world after China's -- to the Japan Bank for International Cooperation by the end of March, so the bank can make dollar loans to cash-starved companies.

Toyota, which lost $1.8 billion in the quarter ending Dec. 31, is seeking a loan for Toyota Financial Services Corp., which oversees the auto maker's financial operations at home and abroad.

The world's biggest luxury-car makers -- BMW AG, Daimler AG and Audi AG -- said sales remained battered by weakened demand last month but that the market should start recovering late this year or early next.

Historically, the luxury-car segment has been less affected by economic downturns than the rest of the auto industry. But the magnitude of the current global recession has left no auto maker untouched.

BMW's total car sales fell 24% in February from a year earlier, and the outlook for the year remains uncertain, Chief Executive Norbert Reithofer told reporters at the Geneva auto show Tuesday. He said, however, that the market should enter a recovery phase next year but that it would be a slow process.

An incentive plan in Germany, the home turf of the world's three largest luxury-car makers, is paying 2,500, or about $3,100, to consumers who scrap old cars and buy new ones, but the program is expected to spark demand mainly for small cars rather than for luxury vehicles. German new-car registrations rose 21% in February from a year earlier, boosted by the government plan, the German car-makers association VDIK said.

Daimler has to 'get rid of some inventory and keep adjusting production to demand,' he said. Last month, Daimler said it swung into the red in the fourth quarter because of a slump at its core Mercedes-Benz unit and a huge loss on its stake in Chrysler LLC.

Audi's market share rose to 5% in Western Europe in January from 3.9% a year earlier, while its U.S. market share increased to 7.2% from 6.7%.

If Chinese auto makers are truly poised to snap up struggling Western brands, the mooted maiden deal isn't much of a start.

Geely Holding Group is preparing to bid for Volvo, the struggling Swedish firm owned by a similarly troubled Ford Motor Co. And Geely, China's 10th-largest auto maker by sales, may find itself competing against another Chinese company.

吉利控股集团正准备提出收购在困境中挣扎的福特汽车(Ford Motor Co.)旗下同样陷入困境的瑞典公司沃尔沃(Volvo)。中国销量排名第十的吉利可能发现自己还要同另一家中国公司竞争。

The prospect of a bidding war for the likes of Volvo, Saab and Opel should please financially strapped sellers such as Ford. But emulating Geely's pursuit of Volvo won't necessarily be as beneficial to Chinese predators or their potential prey.

Volvo is now worth half the $6.4 billion Ford paid 10 years ago, analysts say. A hard-nosed Geely could offer half as much again. Even at $1.5 billion, Volvo is a big bite for privately owned Geely. It has little international experience, and a work force only a third as large as Volvo's; the listed Geely Automobile Holdings unit has a market capitalization of about $500 million.

Even if Geely could make the numbers add up, Volvo's no prize. It made a $1.5 billion pretax loss last year and a 26% drop in sales. Citi Investment Research says it has a $3.5 billion outstanding loan from Ford and needs substantial investment over the next five years.

Toyota Motor asks for government help. Even in these times, that headline comes as a shock.

丰田汽车公司(Toyota Motor Corp.)向政府求助。就算是在当前的低迷形势下,这个消息还是让人震惊。

Toyota Financial Services is in talks with Japan's state-run export bank to line up financing, it said Tuesday. The business funds loans and leases on Toyota's cars, something that's getting tougher by the day along with drivers' ability to repay debts. Toyota Financial says tricky U.S. credit markets prompted it to seek another source of funds.

为丰田汽车贷款和租赁业务提供资金的Toyota Financial Services周二称,正与日本国有出口银行谈判,申请融资。融资正变得越来越难,买车和租车者的偿债能力也日渐下降。Toyota Financial表示,动荡的美国信贷市场促使其寻求另外的资金来源。

Other Japanese car makers could be quick on its heels. The news came just hours after the Finance Ministry said it will lend the Japan Bank for International Cooperation $5 billion of foreign-exchange reserves to provide aid to companies, breaking with a history of closely guarding the nation's $1 trillion in reserves.

Finding the cheapest source of funds is of course in Toyota's interest, but the timing of the news could be by design. In the past, Japan's policy makers have prodded healthier companies to lead the way in accepting state aid, to remove the stigma that might keep others from doing so.

Still, this is a reminder that Toyota's problems go beyond just convincing heavily indebted Americans to buy cars. With used-car prices tumbling, the company already had to write down the value of cars that are coming off lease. Higher provisions for credit losses have also eaten up profits recently.
